[PW] A book conservation question

I decided to 'save some money' and buy a used 'like new' book from 
Amazon marketplace instead of the new one direct from Amazon. The book 
is in very good condition over-all, quite crisp and mostly clean, but 
does have some problems. A few bent pages I can handle, but an ink spot 
in the middle of the margin on one page is definitely annoying. It looks 
like someone put a pen down, planning to make a notation, but thought 
better of it. Can INK be removed from book pages without too much damage 
or expense? Or at least covered or faded quite a bit? (Do they make 'off 
white' ink for covering spots?) This is a bright red spot. I'd think 
"bleach" but this is paper, and pretty clean crisp paper otherwise. I 
wouldn't want to make it wrinkle and discolor in a different way, and 
possibly still not remove the spot. Is there some special product or 
tool that librarians use to clean pages like this? It needs to be 
cheaper than just buying a new book, of course. ($15 or so) :)
