Thank you, Wendy. But doesn't that contradict the Act itself, that 
states "This Act (except section 1(5) and (6) and this section) shall 
come into force at the end of the period of 12 months beginning with the 
date on which it is passed.", which would make the effective date 1991 
Jun 13?
