[PW] An obscurity in Scottish Law

Puzzlement.

If it's dated 13th July 1990, and is to "come into force at the end of 
the period of 12 months beginning with the date on which it is passed", 
then assuming that it was passed on the day it was dated, wouldn't that 
mean that it came into force on 13th July 1991?
