[PW] Poem by Pablo Neruda

This is for a friend, so no urgency. He remembers reading an English translation of a poem by the Chilean poet Pablo Neruda (1904-73) which began

"All over the world the wind is filled with the sighs (?or howls) of...."

The general theme of the poem is the despair of separating lovers.

No useful results from Google, nor from going page-by-page through all the English translations of Neruda's poems in two university libraries.

Any ideas?
