Thanks for finding this. I think it has to be seen in the context of 
what I consider the very dubious (ridiculous, actually) claims that HIV 
was passed to humans by sex with apes in Africa, which I consider yet 
another example of racial science at its most imaginative. I don't 
believe the government invented HIV, but as he points out in his 
reference to the Tuskegee syphilis trials, why would anyone doubt that 
it's something they would do if they thought it would be useful?

So he got one thing wrong in his speech. I can remember when some of the 
other items were ridiculed with the same righteous sneers now inspired 
by the HIV paranoia. Actually, I can remember many, many paranoias that 
later turned out to be merely the equivalent of premature anti-fascism. 
If that dates me, so be it.
