Hi Lois,
You're not likely to find an authoritative answer
unless it's from a
source within Microsoft, since the Windows operating
systems (unlike
Linux, long may it wave!) are not "open source"
software. That is,
you'd have to pay Microsoft beaucoup bucks in order to
view the
operating system source code. That said, this Wiki
suggests that the
kernel (core) of the Windows XP operating system is
written in assembly
language, C and C++ (among others). Like a lot of
software, WXP is
build by committee!

And yup, "running on Windows" and "operating on the
Windows platform"
are pretty much the same thing.
