I concur with others that it is more likely that the strikes, which saw a substantial number of
the labour force flee to China, caused the sailing delay.
Although all governors in the British Empire were "viceroys" (lower case), the only formal
usage of the title "Viceroy" was in India.

Univ of HK Libraries has a very impressive digitization project which makes most gov docs
and lots of other HK material freely available:

There are several microfilm files of the South China Morning Post in US libraries -- an
excellent resource if you find leads pointing to an assassination attempt on Stubbs. But I
doubt you will find such an incident: it is typical of the distortion that quickly happens in oral
"family history".
