Sir Reginald Edward Stubbs was Governor at that time and there were riots:

but I can't find any reference to a bomb attack on him.

Given that there was a seamen's strike, that could account for him being
delayed.

Dear listmates,

I volunteer at my local Family History Center and help people research
their families.  I am stuck on trying to determine the veracity of a
family story.  The patron's father came to the U.S. from India via
Hong Kong.  I have found the father on a ship manifest, arriving at
San Francisco December 5, 1923, from Hong Kong (so far, so good).  The
story is that the father said that he had tried to come a year earlier
but was detained in Hong Kong for a year because of a bombing attempt
on the viceroy there.  I have tried some creative Googling but haven't
found anything useful.  I appreciate any leads or pointers to sources
I can check on my own.  And no, I do not read Chinese, unfortunately.
