It's possible that a sailing out of Hong Kong could have been delayed
by the strike of 1922 (http://en.wikipedia.org/wiki/Seamen_Strike).
But I wonder if he could have meant that he was delayed because of
violence in India. Here's one incident from 1922: "On February 5 at
Chauri Chaura in Uttar Pradesh (United Provinces) police shot at a
procession, exhausted their ammunition, and retreated into their
station. A mob set it on fire, killing 22 policemen." In March, Gandhi
was arrested for sedition, tried, convicted, and imprisoned.

I don't think there was a viceroy of Hong Kong at that time, but there
was a governor (http://en.wikipedia.org/wiki/Reginald_Edward_Stubbs).
There was definitely a viceroy of India: Rufus Isaacs, 1st Marquess of
Reading.
