Unless it was converted recently, I doubt you will find this in an
electronic format. But it should be available.

You could try (per the National Archives web site's listing of
records officers
http://www.archives.gov/records-mgmt/agency/independent-agencies.html ):
Maleleine McCain
National Commission on Libraries and Information Science
1110 Vermont Ave. #820

OR...

ERIC reports with ED numbers (ED100391, in this case) are widely
available on microfiche at U.S. research libraries. Many will
reproduce them via their Interlibrary Loan or Document Delivery
services. A listing of libraries with this subscription as of 1996
is in the document, "Directory of ERIC Resource Collection,
1996" (ED400831)"
http://www.eric.ed.gov/ERICWebPortal/contentdelivery/servlet/ERICServlet?accno=ED400831
.

The Library of Congress is included on this list indicating that
these reports are held by the Technical Reports section
http://www.loc.gov/rr/scitech/trs/trsover.html of the Science and
Technology Division. A guide to obtaining documents from this
section is here: http://www.loc.gov/rr/scitech/trs/trsgetting.html .

Good luck.
