In 1896, Charles W. Deane published "The Phonetic Reader." Those giving
their opinions of the book characterized what Deane was saying as basically
that the child must "learn to read before he can read to learn" -- though
not giving specific grade ranges. Here is an example of quotes used in a
promotion from the publisher in 1896. These same quotes appear on numerous
other publications later:
