[PW] Searching for a 19th century essay

I'm trying to help an historical society librarian track down an essay given by a 19th century local figure who was actively involved in local, state and federal law and politics but apparently had eclectic interests as well. The name is Martin I. Townsend and he lived in Troy, NY (b. 1810, d. 1903). He wrote an essay that has no readily traceable citation, to wit the following (between the asterisks, emphasis mine) from a Google search:
"But not alone as a lawyer and politician is Mr. Townsend distinguished. As a man of high culture and of attainments in the field of letters is he also well and favorably known. Among his miscellaneous writings are several of a high order. **His essay entitled "Saxon and Celt," being a brief argument designed to show the influence of the Bible**; his address on "Labor" before the alumni of Williams College; his occasional papers and his speeches, as set forth in the debates of the Constitutional Convention of the State of New York, all evince extended reading, thorough research, and a full appreciation of the topics severally presented."
Periodicals Archive Online has been checked, as had the Readex microprint for the Index to Early American Periodical Literature as well as local sources and his alma mater (Williams College archives) without success. Unfortunately , his papers were not deposited anywhere known, at least not intact.
A full cite for the essay and/or the text would be most welcome if anyone else has ideas or sources we haven't.
