There is a wonderful resource for Washington State municipalities on
street vacations (CLOSURES) at
http://www.mrsc.org/Subjects/PubWorks/strvac.aspx
It may serve as good background info for you in Massachusetts. Perhaps
your state has a similair non-profit organization that provides legal
info to municipalities, such as the Massachusetts Municipal Association
http://www.mma.org/.

Not sure if there is a quick answer to this, so if there isn't don't
bother, since I'm trying to find out today (2/28/08): what are the legal
obligations of a town in Massachusetts (in this case, specifically
Maynard) in regard to closing a road for a non-emergency situation? How
much notice, if any, must they give? Can they deny access to your own
home, and if so, must they give notice? Must there be a public hearing?
Is this a local ordinance or state?
Any help you can give even with a partial answer, would be greatly
appreciated.
