We have a book in our collection called "Art in the White House" and
there are at least two women artists who are earlier that Persson, who
is not listed at all in this book. The two artists (they are listed
alphabetically and I only checked thru the 'B's) are Mayna Treanor
Avente (1868-1958) and and Anita Willets Burnham (1880-?).

I've been told that Nadine Merrill Persson, born in 1942, was the first
female artist to have paintings in the White House. I need to check the
validity of this statement. I've been e-mailing queries to art museum
libraries, including Library of Congress and (when I can get contact
information) curators and White House historians.
Does anybody reading this have other suggestions about how I could
confirm
(or disprove) this statement?
