Great!  Thanks for the tip!  I checked WorldCat, and found, must to my
surprise,  that the Oak Lawn Public Library supposedly has, I believe,
microfilm of the Federal Register, thought the WorldCat record was vague
about what years their holdings cover.  I'll pass the suggestions on to
the user (who is from Oak Lawn) who was looking for the text.  He, or
the Oak Lawn librarians, may ave contacts at the State Libray or in
Wisconsin.

We are a Federal Depository, so I thought we could help, but our copies
of
the Federal Register only goes to 1980.  I checked the website, and for
Regional Depositories, Illinois only has the State Library in
Springfield,
but Wisconsin has the Milwaukee Public Library, or the Memorial Library
at
the University of Wisconsin - Madison.  The Regionals are *supposed* to
keep
everything forever, so they should have the Federal Register for your
date.

Yeah, I saw that (that FEMA listed the date and number of the
declaration,
but neglected to include the text), and was I ever mad!  On the other
hand,
though, that's how I got the declaration number, which was more than the
fellow who called here on the matter had.  For what it's worth, if you
ever
find yourself in a similar position, I also found out from FEMA that
they
don't have any archive aside from what's online, apparently partly
because
it has changed overseeing agencies several times over the years (the EPA
should keep this in mind), but that there's an outside chance the
Federal
Register might include the text. The problem is finding someplace that
has
the Federal Register for April of 1967.  Oh well.
