Yeah, I saw that (that FEMA listed the date and number of the
declaration, but neglected to include the text), and was I ever mad!  On
the other hand, though, that's how I got the declaration number, which
was more than the fellow who called here on the matter had.  For what
it's worth, if you ever find yourself in a similar position, I also
found out from FEMA that they don't have any archive aside from what's
online, apparently partly because it has changed overseeing agencies
several times over the years (the EPA should keep this in mind), but
that there's an outside chance the Federal Register might include the
text. The problem is finding someplace that has the Federal Register for
April of 1967.  Oh well.

Either way, though, thank you very much for the help!  It's great to be
able to make sure no potential sources have been overlooked.

Declaration 227, issued April 25, 1967, in relation to the tornadoes
that went through Oak Lawn, Illinois?  I am at a loss.
