Jeff: I think what you've shown next to the quarter is a metal guage: You slide this onto a sheet of metal, usually steel, and where it stops at a number is the guage of steel the thickness of that metal sheet represents.
If it is not metal (or steel), it is still a guage for measuring the thickness of some material and converting that thickness into "guage numbers."
