According to a review published on 27 Sept. 1959 in The New York
Times, the book The Wheeler Dealers by George Goodman has this
passage: "So I'd say the moral [of King Lear] was, keep the women in
the kitchen, barefoot and pregnant, or they'll be all over the place."
The book was made into a movie in 1963, which could be where the
Arkansas legislator heard it the phrase.
