Earlier than Disraeli, I think;  both Fred Shapiro and Nigel Rees
attribute this to Alexandre Auguste Ledru-Rollin as saying it in 1848,
as a mob passed by his window during the Revolution of that year:

"Eh, je suis leur chef, il fallait bien les suivre."

It was first quoted in 1857, in "Les Contemporains" by Eugene de
Mirecourt.
