The quote "I must follow the people.  Am I not their leader?' is attributed to Benjamin Disraeli.  I also remember indistinctly that some unnamed politician supposedly once said something like:  "I must find out which direction the people are going and get in front of them, for I am their leader."

I searched on the quote in bartleby.com.  No solution, but someone is marketing t-shirts and mugs with the saying "If the people will lead, eventually the leaders will follow."
