[PW] Quotation: If the people lead, the leaders will follow

I searched on the quote in bartleby.com.  No solution, but someone is marketing t-shirts and mugs with the saying "If the people will lead, eventually the leaders will follow."

Answers.com has the quote at this website:  http://www.wnpj.org/node/57.  Perhaps the organization that put up the website may know a source.
