Although in this case regarding the letter and the Civil War, it was incorrect
information, wars were usually seen as inevitable by some well before they began. Civil War example:
Rebellion and civil war have been threatened by Southern members, on
the floor of Congress Disunion of the States, since General Jackson's
election, has been a common and familiar topic. Meetings and conventions
have been held, and are now in progress, with the avowed purpose of
resistance to the Union. - 11 August 1832 The Adams Sentinel,
Gettysburg, Pennsylvania
World War I was another example and at least by one person, it was
accurately predicted 2 years before it's declaration and outbreak.
Although called a war, the conflicts in the Gulf were far from true wars.
Small conflicts are much more difficult to predict than true wars.
