There was an SF novel published in the late 1960s or early 1970s about a
Terran imperium which mostly took place in or around Jovian space, I
believe.  (Not Clarke's _Imperial Earth_.)  It was written by an
American political figure of the era, Acheson or Dulles or someone.

Did I dream this up?  I swear I read it when I was about 13, but lack
sufficient detail to Google it.
