[PW] Artist John Francis who painted in Venice

I've been asked to find some information on an artist named John Francis and have had no luck. The Town I work for has been given a large 5-foot painting called "Three Venetian Girls" painted whilst looking down from a balcony overlooking the Grand Canal in Venice. The painting was bought in a gallery in France around 1889 by an American. Any ideas?
