[PW] Does anyone recognize this book?

I think this was in a recent SciFi magazine. I don't recall which one, 
but I subscribe to F&SF, Asimov's, and Astounding, so if my memory is 
correct it's one of them. But it frustrates me that I know I've read it 
recently.
