Bruce,
I tried searching the texts of several digitized documents, but was unsuccessful. However, you may have more time than I do to go into more detail some of these databases I found on Jefferson.
Navigating through the American National Biography database, at the end of the entry for Thomas Jefferson, there was a link to the Library of Congress' American Memory Project, which has a specific portion dedicated to "The Thomas Jefferson Papers".

Is there a date or a range of dates that goes with the quote? I searched several correspondances b/t Jefferson and Madison and couldn't find this quote or a close variant of.

Are there any Jeffersonian scholars out there who can tell me the
original source for the following quote?
"We have not heard from our ambassador in Paris for
years. If we have not heard from him by the end of the year, let us
write him a letter."

Madison.
Another variation of the quote is:
"We have not heard from our ambassador in Paris for two years. If we do
not hear from him by the end of this year, let us write him a letter."
