[PW] ? Dictator Stuffed and seated in chair

That sounds vaguely familiar to me, although I am not coming up with much in my searches.  When I was younger, I was an avid reader of 'The People's Almanac' by David Wallechinsky and Irving Wallace (I believe there are three editions).  I am almost positive I read it there....
