I ran the title in WorldCat to see if a major company distributed it. (By "major company" I mean PBS or a similar company.) No joy.
I am assuming (violating [Francis] Gates's First Law of Law Librarianship: "Assume nothing!) that you are in Pennsylvania. Although according to WorldCat no libraries in the state own the video, there are copies available in adjacent states.
There used to be (and may still be) a company in Florida that sold used videos to libraries. I can't think of the name, and a search in the Reference USA came up empty.
Caveat: According to the WorldCat record, "Attica" was released in the 1970s. I doubt whether you'll find a copy to purchase.
