Our city's taxi fleet uses them. It's hyped as a safety thing, but I
wonder if it is also to cut down on second drivers taking "off meter"
fares (the money from which they keep instead of passing a cut to the
owner of the taxi).

We had a case here in Fort Wayne where GPS devices were placed in the
city-owned vehicles of Health Department workers (unknown to them).
Several people were dismissed as a result. Last week there was an
article in the paper that the Sheriff's department would install GPS on
take home squad cars to determine how they are being used.
