Well, a device that scans for radio transmissions across the appropriate
frequencies, or, if you were the paranoid type, there are companies
online that claim to sell radio jammers that don't detect things, but
just jam the frequencies that a GPS uses.  I'm not sure what they do for
other services, so, if you are using one, can you call an ambulance if
you crash using your mobile?  I don't know.  I don't even really know
that the jammers work.  They might be a web hoax product.

If you were doing a superspy sort of virtually-fiction scenario, the GPS
wouldn't need to be permanently on, and this wouldn't work unless it
was. Technically you could have one, for example, that only switched
itself on and sent a signal every ten minutes, so if there's no signal
there's nothing to detect.  This is not in "stalker of private means"
territory, though.

That being said, to track you, it would need to be with you, and
although its small, its not so small you wouldn't notice it unless it
was built into an object. A personal GPS tracker would be about the size
of a small clamshell mobile phone, although I've seen adverts for some
little ones that are meant to be the size of a couple of cigarette
lighters stuck together.  There are smaller things that can be used as
child trackers, but they use a sort of Bluetooth and have a very limited
range (but they can be built into a wristwatch).
