[PW] Eisenhower Quote?

Patron would like to know what the occasion was that President
Eisenhower made the following statement, "Not to know where we have been
is to force us to re-live it all over again"

 

I have checked many sites including Eisenhower.archives.org and nothing
comes close as being specific to Eisenhower.  

 

Any help or insight is greatly appreciated as this is my last resort.
