Are you thinking of the famous Will Dyson cartoon published after World
War I, titled "The Tiger" (Clemenceau's nickname)?  It has the four
leaders of the victorious powers (though not as animals) and the caption
is PEACE AND FUTURE CANNON FODDER.  Clemenceau is saying "Curious!  I
seem to hear a child weeping!" and there is a child in the corner with
"Class of 1940" over it -- eerily prescient.
