That would probably be the book "Voyage of the Damned" - written by  Gordon
Thomas and Max Morgan-Witts.  A Movie was also made with the same title

I believe your patron is referring to the shameful incident involving 
the "St. Louis", a boatload of Jewish refugees turned away because 
the notoriously anti-Semitic Cordell Hull persuaded the 
administration it would set a bad precedent to admit them...   There 
is a Canadian book about it called "None is Too Many," but I doubt 
that's what your patron read...
