[PW] Quotation query re: overpopulation possibly attributable to a Nobel prize winner

       I’m trying to verify a quotation, believed to be attributable to a Nobel prize winner who may have been giving testimony to a government panel concerned about overpopulation. The essence of the quotation’s content is that the begetting of children is a cottage industry carried on by unskilled labor. Speaker, venue, date, and circumstances during which this statement was alleged to have been made would be useful.
