Years ago I read an appreciation of Kipling written by an academic from
India who liked Kipling, and he talked about that 'lesser breeds without
the law' which he inferred was a criticism of Kaiserism, but I can't
remember the title of the book or the author.  Perhaps the Collective
Wisdom can find something.

Ummm -- that isn't a simple request! I'm curious to see what the
analysis of this bit will be, for example:

If, drunk with sight of power, we loose
   Wild tongues that have not Thee in awe-- Such boasting as the
Gentiles use
   Or lesser breeds without the law--
