9K gold is actually a preferred jewelry alloy in quite a few 
countries -- it's usually quite a bit tougher than, say, 14K 
gold.

Based only on my (small) knowledge of jewelry (I'm the neice of a 
custom jeweler), I would not expect to see white metal under rose 
gold unless it was purchased as "gold plated" or "gold washed".
I suppose it's possible that the ring might be rose gold plated 
on 9K white gold, but I think that would be an unusual 
fabrication.
