Speaking as a computer/web-geek:
  - I've never heard *any* computer/web-geek. or anyone I considered 
knowledgeable about
    such things, pronounce it as anything other than "you-are-el", 
regardless of geographic location.
  - The only folks I've ever heard say "earl" (or some such) have 
been tv (or radio) announcers.

[I'm not trying to be snooty here, but every time I've heard someone 
pronounce URL
as "earl" what immediately jumps to mind are the --no doubt 
apocryphal-- stories of
Lawrence Welk introducing "A medley of well-loved songs from World 
War Eye", or the
high school student looking for a book about the famous militant 
black leader from
the 1960's "Malcolm the Tenth".]
