  The earliest I found was in the The Fort Wayne Sentinel, Fort Wayne, Indiana 03 May 1890 in an article titled: Styles For The Fair - Feminine Dress Considered As A Fine Art
  "In this world," says the sapient Tom, "you get what you pay for."
