Just an age clue
The earliest I found was in the The Fort Wayne Sentinel, Fort Wayne, Indiana 03 May 1890 in an article titled: Styles For The Fair - Feminine Dress Considered As A Fine Art
"In this world," says the sapient Tom, "you get what you pay for."

Hello,
A patron wishes to know the origin of the adage "You get what you pay
for." Any and all suggestions or leads would be appreciated. Thanks.
