There's a 10-volume set called Collier Junior Classics: The Young
Folks Shelf of Books, printed mainly in the late '50s and early '60s.
Several sets are for sale on eBay, Amazon, etc.; each spine is a
different color. Stories That Never Grow Old is definitely in the set,
and there's one called Magic in the Air and another called Once Upon a
Time. You can see a much older edition, without the "rainbow" spines,
which includes a volume called Fairy and Wonder Tales, at

The title was something like Folk and Fairy Tales, had a red spine and a white cover, hardback, illustrated, and part of a series. Each book in the series had a different colored spine and together they formed a rainbow pattern. I think one of the other volumes may have been called Stories That Never Grow Old and included a selection from the Wizard of Oz. I remember that the fairytale book contained Sleeping Beauty, One Eyes, Two Eyes, and Three Eyes, and Why the Sea is Salt, among other several other stories. It was definitely published before 1990.
