The Macquarie Dictionary just says its the name of a mine in the Alligator River region, as does the Australian Oxford.

The Encyclopaedia of Aboriginal Australia says "the name comes from that of a billabong".

Instead of contacting the traditional owners, perhaps you should contact the mine owners?  Alternatively, the closest town is Jabiru, and their librarian's contact details are here: http://www.jabiru.nt.gov.au/council/home/our_council/council_staff/library_team/jillian_may

Hello fellow wombats - esp. those in Australia!
   
  I have a patron who would like to know the meaning of the word "Jabiluka."  We know that it is a mine in Australia, we know about the Mirarr clan, and the Gundjeihmi language. I sent an email request for help from a contact email address listed at the Gundjeihmi Aboriginal Corp., but have not heard back from them.  Can anyone help?
