I would only say "with". Since "adorn" means "make more beautiful",
you could substitute "beautify" or "festoon" or "embellish", all of
which I think would take "with" or "by" rather than "in".
Paintings adorned the walls = The walls were adorned with paintings =
The walls were beautified (with/by) paintings
Flowers adorned her hair = Her hair was adorned with flowers = Her
hair was festooned (with/by) flowers
I don't recall ever seeing "adorned in".
