It is a small paperback picture book no more than 20 or 30 pages, and probably less. In the first couple of pages, lots are drawn and a princess is sent to be the offering for a dragon. A similar lottery involving a princess and a dragon was a key plot
point of the 1981 movie "Dragonslayer".  There was a novelization by
Wayland Drew and -- perhaps more to the point -- an illustrated
juvenile "movie storybook" by Larry Weinberg.  (OCLC record #
7197842).  The latter is described by WorldCat as having 60 pages
rather than 20-30, though.
