Hello,
A few newspaper sites yielded some clues about a Frank Tyger, though I
am not certain if this is the same Frank Tyger from your quote:
1. The Washington Post, July 10, 1979, p. B4:

1995. Per the njtimes site at http://www.njtimes.com/contact.html, I
do not see him listed here.

To Whom may have information concerning the identity and biogrphical
data of "Frank Tyger".:
I have seen numerous quotations attrributed to "Frank Tyger", but am not
able to find any biographical data about him.
A request to the US Library of Congress but the researcher could not
find anything [and suggested Wombat].
Example: Quote found in many sources :
