To Whom may have information concerning the identity and biogrphical data of "Frank Tyger".:
I have seen numerous quotations attrributed to "Frank Tyger", but am not able to find any biographical data about him.
A request to the US Library of Congress but the researcher could not find anything  [and suggested Wombat].
Example:  Quote found in many sources : 
Hearing is one of the body's five senses. But listening is an art.       - Frank Tyger
