Hi,
Funny, my intention in posting the link was to take one to the very
beginning of the document, period. So apologies if the link actually
takes you to the wrong place!
I did do some additional digging in some resources and found a
reference (though not the actual speech) to a message that Carter
sent to Congress about the environment--it is dated May 23,
1977. Source: Green, Marshall. "The Evolution of U.S. International
Population Policy 1965-92: A Chronological Account." Population and
Development Review, v.19:no.2 (June 1993), p. 311.
This same document also references a major report on the environment
delivered during the Carter Administration entitled Global Report
2000 Report to the President: Entering the Twenty-First Century (this
was published on July 24, 1980); Carter references his report in the
State of the Union address he gave on January 16, 1981-per the
bibliography, this can be found in Public Papers of the Presidents,
Jimmy Carter, 1980-1981.
