I was able to search older issues of U.S. News & World Report in
Lexis-Nexis Academic using their (now) beta release of new interface.
These are the only articles I found where Jimmy Carter could be
considered author.  They are both interviews. See citations below.  In
these interview, he discusses many issues. None have planet or together.
