Unsurprisingly, several USN&WR covers in 1977/79 depict Carter on the cover:
July 24, 1978 / Jan 23, 1978 / Jan 16, 1978 / Jan 31, 1977 / Jan 24, 1977 /
Feb 19, 1979 / March 19, 1979 / June 6, 1977 at least.
USN&WR covers in period under cover subject heading "economy" might be a
possibility: May 1, 1978 / Nov 13, 1978 / Nov 6, 1978 / Oct 2, 1978 /
March 13, 1978 ("Can the dollar be saved?" -- sounds promising) / Jan 30, 1978
I also checked the AMERICAN PRESIDENCY PROJECT free site at
http://www.presidency.ucsb.edu/index.php
and didn't exhaust the possibilities, from the closest match I could find
with a reasonable of searching and scanning was this, which in any case is
later than the expected date:
