Jeff--
    Our periodical collection at the main library is non-circulating, but we allow staff and the public to borrow for limited periods of time. We ask that the public give us a reason, such as a classroom presentation or color photocopying--we don't ask the staff for a reason, but they rarely ask. (Nor does the public--three or four times a year, perhaps.)
