[PW] NYSDEC Interim Guidance for Freshwater Navigational Dredging?

I've looked on OCLC, RLIN, web, and talked to the author of this
document, who says they distroyed all copies:

NYSDEC Interim Guidance for Freshwater Navigational Dredging.  11/1/97.
[NYSDEC is the New York State Department of Environmental Conservation]

This interim guidance is superseded by the 2003 "In-Water and Riparian
Management of Sediment and Dredge Material."  This is offered for
download on the ENB web site, and I don't need it.

I guess what I'm hoping for, barring someone saying "I have that in our
collection!" are some suggestions as to (presumably East Coast)
libraries or institutions that might have this intact and available,
though uncataloged on OCLC or RLIN.
