Irradiations: Sand and Spray is available online at
<http://www.hti.umich.edu/cgi/t/text/text-idx?c=moa;idno=ABR8141.0001.00
1>.
I searched using the word "read" and did not find the phrase you want.
I also ran a global search of the works in the Making of America
database using the phrase "who does not read" and had 25 hits; I looked
carefully at about 10 and didn't find this quote.

Negative results; hope they are helpful.
